Clark Airport City Master Plan

Philippines — 2020

Client:

Lipad Corp (Luzon International Premier Airport Development)

Managing the second major gateway to the Philippines

LIPAD Corporation, a private consortium, secured a 25-year concession to operate and manage Clark International Airport. Located on a former American military base, the airport sits alongside the surrounding Clark International Airport City (CIAC), with the airport serving as the second main gateway to the Philippines.

The consortium planned several improvements to the airport, including fitting out a new terminal which became operational in mid-2022. Cistri were involved with the development of a mixed-use airport city plan, the Clark International Airport City (CIAC), bringing together retail, offices, hotels, gaming, cultural facilities, logistics and an industrial park.

Concept master plan and economic feasibility

In partnership with Handel Architects, we prepared a concept master plan and economic feasibility study for CIAC, setting a new benchmark for the Philippines and positioning LIPAD Corporation as a market leader.

People and place-focused value

We developed a solution that delivered maximum value and impact for the airport and the surrounding region. Drawing on our team’s deep and global expertise in airport cities, we delivered a people and place focused plan that:

  • Positions CIAC in a relevant, compelling, and distinctive way
  • Leverages the multi-modal transport hub
  • Creates social and economic value for the broader Clark region
  • Balances competing demands and secures the airport’s financial future
  • Celebrates the richness of people, culture, and landscape of Central Luzon
  • Provides plenty of green space.
