Jakarta TOD-POD Implementation: Pilot Project & Capacity Building

Supporting a more connected and liveable Jakarta

Cistri worked with Urbis Ltd of Australia on the Transit Oriented Development (TOD) and Pedestrian Oriented Design (POD) initiative in East Jakarta through the Indonesia Australia Partnership for Infrastructure (KIAT), supported by the Australian Government and implemented by DT Global.

Delivered at a time of significant public transport investment across Jakarta, the initiative aimed to support more integrated urban renewal, improve public transport connectivity and strengthen liveability outcomes across the city. The project focused on helping the Jakarta Provincial Government better understand and deliver TOD-POD planning as part of future transit precinct development.

Integrated TOD-POD planning

Through a pilot project, Cistri and its consortium partners demonstrated a structured and adaptable TOD-POD master planning process that could serve as a model for future initiatives across Jakarta.

Our multidisciplinary approach combined local and international expertise across urban planning, transport planning, real estate economics, social research, stakeholder engagement and geomatics. The work recognised the importance of tailoring precinct planning approaches to different urban contexts while prioritising accessibility, connectivity and inclusive development outcomes.

Building for future capability

Alongside the pilot project, the initiative focused on strengthening capability and governance within Jakarta’s city administration to support the long-term delivery of TOD-POD outcomes.

The project has helped build greater knowledge and experience in transit precinct planning and implementation, supporting more coordinated and equitable urban development across Jakarta. The work contributes to a stronger foundation for future infrastructure investment, sustainable mobility and connected city growth.

We supported Jakarta Provincial Government to plan connected, accessible neighbourhoods through sustainable TOD–POD design, capacity building and improved city-wide governance.
