Jakarta TOD-POD Implementation: Pilot Project & Capacity Building

Our Cistri team are exceptionally proud to work with the International team at Urbis Ltd of Australia on the Transit Oriented Development (TOD) and Pedestrian Oriented Design (POD) activity in Central Jakarta by the Indonesia Australia Partnership for Infrastructure (KIAT) supported by the Australian Government and implemented by DT Global.

KIAT supports sustainable and inclusive economic growth through improved access to infrastructure for all people. KIAT works with the Government of Indonesia (GOI), Government of Australia, the private sector, Multilateral Development Banks (MDBs) and other development partners, as well as civil society to help achieve the following outcomes:

• Improved policies and regulations for infrastructure development
• High quality projects prepared for financing by GOI, MDBs or the private sector
• High quality infrastructure delivery, management, and maintenance by GOI
• Infrastructure policies, design and delivery are more inclusive for women and people with disabilities.

The TOD and POD activity was undertaken at an opportune time when the Government of Indonesia was investing substantially in public transport infrastructure to redress crippling urban congestion. The activity supports the Jakarta Provincial Government at a key public transit node to prioritise integrated urban renewal and public transport connectivity and better informs the delivery of current and future projects. Greater knowledge and experience from this TOD-POD master planning and implementation will deliver enhanced liveability and greater equity with respect to mobility and development in Jakarta.

This activity has further assisted the provincial Government of Jakarta in better understanding the process and delivery of TOD-POD master planning and supported its role as the ‘leader’ in future transit precinct development across the City. The objective of the activity was therefore two-fold:

•  Demonstrate through a pilot project an orderly TOD-POD master planning process as a template for future initiatives, recognising the different approaches to precinct planning subject to location and context.
•  Build capacity and improved governance within the City administration to support TOD-POD outcomes across the City.

Urbis Ltd of Australia was the lead consultant on this exciting initiative – we’re an independent professional consulting firm based in Australia operating across Asia Pacific through Cistri (including Indonesia and Singapore).

URBAN+, based out of Jakarta is a design studio who have a strong focus on urban design, planning, architecture, and landscape design. They were the lead Indonesian consultant who coordinated the activities of all Indonesia based experts (Center for Climate and Urban Resilience – the University of 17 Agustus 1945 Surabaya, Nusantara Urbana Advisori, Bina Infra Antarnusa, and Pangripta Geomatika Indonesia).

Queensland University of Technology (QUT) acted as an advisor to the consortium and Morrissey Consulting International played the role of the monitoring and evaluation expert.

We are proud to have worked on this innovative project with KIAT and the Government of Indonesia helping them to achieve a successful outcome for the people of Indonesia.
